Nancy Holman
Executive Director

Nancy Holman was appointed Executive Director of the Texas Alliance of Child and Family Services in 1998. For the past 14 years she has provided state leadership on child welfare issues and served on numerous committees and work groups addressing key issues regarding licensing, contracts, and payment systems. Most recently, she served on the Public/Private Partnership Committee appointed by the Commissioner of the Texas Department of Family and Protective Services, which was charged with redesigning the service delivery system for residential child care services in Texas.

Nancy has a long career in public policy work beginning in Boston, Massachusetts where she served as a senior research assistant to the Speaker of the House. She also served as Executive Director for Texans Care for Children, a statewide child advocacy organization, and worked as an independent lobbyist representing public school finance and juvenile justice reforms.  Nancy has a Bachelor of Arts degree in Psychology from Bucknell University in Pennsylvania and has been a resident of Austin for 32 years.

Sarah Combs Boruff
Program Coordinator / Policy Analyst

Sarah Combs Boruff joined the Alliance as the Program Coordinator and Policy Analyst in 2007. In this role, she manages membership development and provides support and problem solving to Alliance member agencies; researches and writes on issues that affect member agencies, including the Weekly Update and website content; represents the Alliance at various state policy and regulatory meetings; manages and tracks legislative issues; and provides analysis on child welfare and juvenile justice issues. Sarah is the main contact for the Child Care Administrators Conference and manages the planning and development of this annual event.

Before joining the Alliance, Sarah was the Director of Communications for  the Texas Taxpayers and Research Association, a tax policy think tank in Austin, and worked for many years as an editor for an Austin-based educational publishing company. She holds a bachelor’s degree in journalism from Indiana University in Bloomington, Indiana.
